I would ask you therefore to allow me to

take no action on that paragraph. The Judges are already aware from enclosure 4 in my Confidential Despatch of 8th. February of the opinion of Solicitors on the cause of delay.

With regard to the 5th. paragraph of your Despatch I am of the opinion that it would be useless to expect any real assistance from the local Law Society. If drastic powers were by law placed in the hands of a board composed of the Colonial Secretary, the Attorney-General,

a Barrister in local practice and perhaps a representative of the Solicitors, great good might be effected, especially if the giving by Solicitors of commissions for business introduc- -ed were declared illegal, and I am taking steps to consider legislation on those lines. I shall commmicate to you the draft of an Ordinance in due course.
